150-Day Layoff Report Now Active Under HISA

The 150-Day Layoff Report is now under HISA’s purview and should be completed through the HISA portal.

Here is a step-by-step explainer on how to complete the report: https://hisa-resources-public.s3.amazonaws.com/how-to-fill-out-and-submit-a-post-layoff-report-visual-guide.pdf

From HISA: As of July 8, HISA rules require that the trainer or trainer’s designee of any Covered Horse that has not raced for 150 or more days shall complete a Post Layoff Report and submit it to the Authority via the HISA Portal prior to entry.

The form is easy to submit and manage through the portal. To avoid any disruptions to race plans, please submit the form 10-14 days prior to the entry to give the Regulatory Veterinarian time to review and work with you to resolve any discrepancies or items requiring follow-up. The Post Layoff Report will expire in 90 days if your horse does not race. If this happens, you will need to fill out the form again and resubmit it via the HISA Portal.

Please be aware that the act of submitting the Post Layoff Report does not guarantee that your horse will be permitted to return to racing. The Regulatory Veterinarian must approve the report before the horse may return to racing. Please note that the Regulatory Veterinarian may request additional information from you to make a more informed decision regarding the report. The Regulatory Veterinarian may also decide that the horse must be placed on the Vets’ List.

To assist you with learning how to use this new feature, we have created an educational video.
